Reporting Hate Crime via the Third Party Reporting System

As from 22nd October 2001 victims of hate crime have found it easier to report incidents thanks to a new scheme set up in Tower Hamlets. Racism:'Any incident which is perceived to be racist by the victim or any other person'.

Third party hate crime reporting sites have been set up at eight locations, including local authority one-stop shops, across the Borough. Their main job is to provide an initial point of contact for victims of hate crime, including racial incidents, domestic violence and crime against the lesbian, gay, bisexual and transgender communities.

Trained staff are on hand to enable victims to report crime without having to speak directly to a police officer or visit a police station. Information taken down is then passed on within 24 hours to the police and/or relevant organisations such as Victim Support and the local authority housing department with the permission of the victim. Police log details of the crime and investigate accordingly. However, the victim can also report a crime anonymously. Officers then log the information for intelligence purposes only to give a clearer picture of crime patterns.

All information is confidential except in certain cases where a child or life is at risk or someone is in need of urgent medical attention.

 

  Why Do We Need This Scheme?

 

It has been recognised that there can be number of barriers that deter people from reporting crime, many of which are hard for the police alone to tackle. The decision not to report a crime is often founded on a complex mix of individuals, emotions, perceptions and expectations.

  • encourage the reporting of racist, homophobic and domestic violence incidents and all other hate crimes to non-police organisations
  • encourage a co-ordinated approach to the referral and support of victims
  • share intelligence on hate crime issues
  • foster joint working practices among the partners involved

  • victims will gain confidence and be encouraged to report crime
  • agencies can identify appropriate support organisations to best help victims
  • more accurate analysis of particular crimes can be made

 

DEFINITIONS

Hate Crime

"Hate crime is where the perpetrator's prejudice against any identifiable group of people is a factor in determining who is victimised"

Racist Incident

"Any incident, which is perceived to be racist by the victim or any other person"

Homophobic Incident

"Any incident, which is perceived to be homophobic by the victim or any other person"

Domestic Violence

"Domestic violence is any incident of threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between adults who are or have been intimate partners or family members, regardless of gender."

Faith Hate Crime

"Any incident which is perceived to be motivated by faith or religious hatred by the victim or any other person."
